It was actually severe depression that brought on dementia. Munch revealed that his father (Andrew's brother) had committed suicide, so there was a family history of depression. Andrew still had his memory on a subconscious level, because he knew that his nephew worked for the Manhattan SVU which is why his cardboard box had been littered with newspaper clippings about crimes, leading Stabler and Beck to bring him in as a suspect.
